Status:                        Full time (40 hours per week), hourly, non-exempt

Pay:                            $15.50 per hour

Journey’s End Refugee Services, Inc. is a refugee resettlement and immigration services provider for the Western New York Region. Journey’s End works to assist newly arriving refugees to learn English, find gainful employment and avoid dependency on social services. 

Job Description:

The Program Manager implements and coordinates the Worker Training Program at JERS, in collaboration with Diversified Labor Solutions (DLS). The goals of the program are to eliminate barriers to skilled employment for unemployed or underemployed refugees through a training course that incorporates case management services and manufacturing based ESL classes at JERS with part time employment and hands-on manufacturing training at Diversified Labor Solutions. After completion of the training, the program will facilitate initial entry into the manufacturing workforce.

Job Responsibilities:  

  • Coordinate program start up activities and execute project activities in the manner specified in the project’s work plan, addressing challenges as they arise 
  • Conduct outreach and enrollment activities, in collaboration with DLS, and Journey’s End employment and education departments to ensure program maximizes enrollment.
  • Coordinate provision of services with Journey’s End ESL teacher and program partner, DLS
  • Initiate contact with DLS’s Coordinator of Production to address daily/weekly concerns related to participant’s production work
  • Orient students to work situations, ensuring each student is understanding of daily work expectations
  • Assist the students in developing work skills, habits and attitudes
  • Assist, in conjunction with the Coordinator of Production, with hands-on manufacturing training and ongoing evaluation of student progress.
  • Monitor daily/weekly participant performance and make suggestions for outside training opportunities for classroom instruction
  • Provide direct case management services to clients to reduce barriers and ensure client retention and successful completion of the program 
  • Track program data and manage client files, complete intake paperwork and facilitate pre/post-tests, assist in grant reporting  
  • Work collaboratively with partner employers to ensure skills taught match the needs of local manufacturers
  • Maintain strict client confidentiality at all times
  • Provide additional assistance as needed


  • At least two years previous experience managing projects at a social service, business development, or human service organization
  • A Bachelor’s Degree from an accredited university
  • Experience using Microsoft Office applications
  • Strong written and verbal communication skills
  • Ability to work in a fast paced, solution driven environment and meet multiple deadlines
  • Bilingual language ability preferred
  • Reliable transportation
