Position Title:             PC Program Specialist

Supervisor:                 Director of Resettlement

Status:                        Full-time, hourly, non-exempt, $15 hourly

Job Description:

The PC Program Specialist is responsible for the operation of the PC Program with the emphasis of helping clients achieve independence and self-sufficiency as defined by ORR.


Primary Responsibilities:

  • Manage and administer the Preferred Communities (PC) program as defined by Office of Refugee Resettlement guidelines in collaboration with CWS.
  • Follow program guidelines to satisfy case file requirements and make program adjustments as necessary to satisfy the changing needs of funding organizations.
  • Provide semi-annual reports to CWS(Church World Services) and work with the Director of Finance to track program expenditures.
  • Work with supervisor annually to create PC Program plan and budget.
  • Train staff working on PC with any PC program changes.
  • Orient and complete pre-enrollment assessment for all PC cases and work with Resettlement Director to assign PC cases to Case Manager’s working on PC Program.
  • Work with staff members of each department; work with case managers to ensure enrollment of best candidates, work with volunteer department to ensure each case is supported by volunteers and donations
  • Work closely with Partner’s to make sure clients are being connected with all services they need to be independent and self-sufficient.  
  • Attend resettlement and leadership meeting.
  • Become agency expert in administration of the PC program and provide necessary program information to appropriate staff.
  • Participate on agency lead committee.
  • Other duties as assigned.



  • Bachelor’s Degree in human services or related field and two years of related work experience
  • Strong verbal and written communication skills in English
  • Experience with Microsoft Word and Excel
  • Possession and maintenance of a valid New York State driver’s license and a reliable vehicle for client transportation
  • Experience with direct client services
  • Availability to work evenings and weekends as needed
